My Garden Needs Help! Do You Know What This Is?

My husband and I planted a huge garden this year and we are in danger of losing several plants. There is something growning that looks like it could be plant-ending. Do you recognize what the issue is? Do you have any suggestions?

Please help! I don't want to lose my beautiful tomato plants.

It looks like it is spreading to my pepper plants too. Yikes!
