Too Tall Mailbox–Will The Mail Carrier Deliver The Mail?

Check out this mailbox. My neighbors mailbox post rusted and broke last week. This picture is what I saw as I was headed to work this morning. Is this a joke? How will the mail carrier be able to deliver the mail? Maybe that is the point, they don't want any mail.
