The Texarkana, Ark., Police Department received a complaint from a citizen on March 11 of this year who said she was approached on the Nix Creek trail by a young black male who allegedly propositioned her for sexual acts and physically touched her. A police report was taken and an investigation was initiated by the Texarkana, Ark., Police Department's Criminal Investigation Division.

Within days, another victim was identified who also described the same type of encounter while she jogged along the Nix Creek trail. On Friday, May 22, 2015, a third complaint was reported to the police department, and police determined that this incident had taken place not on the trail, but nearby.

Using several different surveillance techniques in place at the time of the incidents, police said in a press release that Detective Sergeant James Atchley was able to isolate a probable suspect in those areas when the incidents occurred, wearing articles described by the victims and matching the physical descriptions given.

According to a press release issued by Arkansas-side police, on May 23, 2015, Det. Sgt. Atchley was in the area of Nix Creek when he encountered the young, black male who he believed had committed these acts. The male was then identified and determined to be 14 years old. He was later interviewed in CID by Investigators Wayne Easley and Jason Haak. During this interview the juvenile confessed to these and other crimes involving sexual acts on and around the Nix Creek trail. The juvenile suspect was charged with the following acts --  Sexual Assault 2nd degree, Attempted Sexual Assault 2nd Degree, Public Sexual Indecency, and Indecent Exposure (two counts), police said in a press release.
