There is a change in government in Bowie County in Northeast Texas.Mike Carter's swearing in at 10 a.m. this morning at the County Courthouse is a result of a resignation. Precinct 4 Commissioner Pat McCoy abruptly turned in his resignation to County Judge Sterling Lacy following yesterday's County Commissioner meeting.

McCoy's resignation became official at midnight last night. Judge Lacy appointed Carter due to the fact that Carter was already set to take over that position come January after beating McCoy in the March Texas Primary.
